Rules for Suggested Use Policy
Use of Computer Networks and Internet
On-Line Conduct
Use of the system.
The ESD system shall be used for educational purposes
consistent with the ESD mission and goals.
The ESD system shall be utilized so as to ensure that
it will be free from discrimination, harassment, prejudice,
and racism.
The individual in whose name a system account is issued
will be responsible at all times for its proper use.
A system user shall not allow others to access his/her
account.
A system user will not use or attempt to use another
individual's account number on the ESD system nor on any
of the agencies or other networks connected to Internet.
A system user who attempts to log on the ESD system
as a ESD or network administrator will have his/her user
privileges canceled.
Electronic mail.
A system user will remove electronic mail in accordance
with established retention guidelines.
Such messages may be removed by appropriate personnel
if the system user has not done so.
A system user will implement a virus check on downloaded
files in order to avoid spreading computer viruses.
In his/her utilization of the system, a user shall not:
Knowingly submit, publish, or display on the system
inaccurate and/or objectionable material.
Encourage the use of tobacco, alcohol, or controlled
substances.
Transmit material, information, or software in violation
of ESD Code of Policies and Rules or state or federal
law.
Engage in political lobbying.
Make commercial, and/or personal use of the system.
Write to directories other than his/her own as identified
by the ESD.
Engage in or attempt to engage in forgery of electronic
mail messages.
Read, delete, copy, modify, or attempt to do so to the
electronic mail of another system user.
Evade, change, or normally exceed resource quotas or
disk usage quotas as set by appropriate personnel.
Such quotas may be exceeded only if permission
is granted by the appropriate personnel in response
to a request from the user that includes a statement
of the need for the increase.
A user who remains in non-compliance of disk space
quota after notification may have his/her files
removed.
Utilize software that has the purpose of damaging the
ESD's or another user's system.
A system user who identifies a security problem with the system
will notify the appropriate personnel.
A system user identified as a security risk or having a history
of violations of ESD and/or building computer-use guidelines
may be denied access to the system.
A deliberate attempt to degrade or disrupt system performance
will be considered a violation of ESD Code of Policies and Rules
and may be viewed as criminal activity under applicable state
and federal laws.
Real-time conference features such as talk/chat/Internet Relay
Chat may be restricted in order to reduce unnecessary system
traffic.
Vandalism, defined as a malicious attempt to harm or destroy
ESD equipment or to harm or destroy materials or data of another
user of the system or any of the agencies or other networks
connected to Internet, such activity to include, but not be
limited to, uploading or creating computer viruses, will result
in revocation of system use privileges.
Copyrighted material.
Commercially copyrighted material may not be placed on any
system connected to the ESD system without the owner's permission.
Only the owner(s) or individual(s) specifically authorized
by the owner may upload copyrighted material to the system.
A system user may redistribute non-commercially copyrighted
programs only with the expressed consent of the owner or authorized
person, such permission to be specified in the document or obtained
directly from the author in accordance with applicable copyright
laws and the ESD Code of Policies and Rules.
Public domain programs and materials.
A system user is responsible for determining whether
software programs and materials are in the public domain.
The system user may upload public domain programs to
the system.
The system user may download public domain programs
for his/her use.
The system user may non-commercially redistribute a
public domain program.
The ESD will not be responsible for loss of data, programs
or system access due to the use of public domain programs
and materials.
Telephone, membership and other charges.
Telephone and membership charges are the responsibility of
the user.
Disputes or problems regarding telephone services for home
use of the ESD system will be between the system user and his/her
local telephone company and/or long distance service provider.
Member
account information.
The ESD may require new registration and
account information from a system user in order to continue
service.
A system user must notify the ESD of any changes in account
nformation such as address and telephone number.
Student
account information will be maintained in accordance with applicable
education records laws and the ESD Code
of Policies and Rules.
Information content and third party
supplied information.
Because network administrators may review
files and communications in order to maintain system integrity
and ensure
that users are utilizing the system responsibly, a user should
not expect that
files stored on ESD servers will be private.
A student
knowingly bringing prohibited materials into a school will be
subject to discipline in accordance with the
ESD Code of
Policies and Rules.
A staff member knowingly bringing
prohibited materials into a school will be subject to disciplinary
action in accordance with the ESD Code of Policies and Rules
and the applicable collective
bargaining agreement.
The ESD will not be party to
any such transaction or be liable for any direct or indirect
costs or damages
arising out of the actions or inactions of sellers.
Termination
of system user account.
A student record account will remain
active only while the student is enrolled in the ESD.
A staff
account will remain active only while the staff member is employed
by the ESD.
Guest system user.
The access to and use of the ESD system by
a guest system user may be terminated when
the system user notifies the appropriate ESD personnel.
A
guest system account inactive for more that 30 calendar
days may be removed
along with the system user's files without notice being
given to the system user.
A guest system account can
be terminated by appropriate ESD personnel when
the guest's relationship is no longer in the best interest
of the ESD.
Termination of a system user account will become
effective either on the
date the employee or student receives notice or on a future
date specified at the time of notification by any of the
following methods:
Notice of termination of
an employee.
Withdrawal of a student.
As a consequence resulting from
inappropriate system use.
Suspension or revocation of system
privileges.
If the ESD has reason to believe that a system
user's privileges
should be suspended or revoked, the ESD will notify the
system user of the suspected violation and give the user opportunity
to give
an explanation.
Following receipt of
the explanation, the appropriate ESD personnel will determine
what, if any, sanctions will
be placed
on the system user.
The ESD has the
right to revoke a user's privileges pending an investigation
of a suspected policy
violation.
