The Identification & Recruitment component of the Migrant Education Program focuses on finding eligible children and gathering the information needed to record the basis for their eligibility. A corps of recruiters across the state has the responsibility of identifying children who might be eligible and then interviewing their parents or guardians. Based on the interview, the recruiters complete a document called the Certificate of Eligibility (COE). The COE certifies the child’s eligibility for the program. The state Department of Education allocates funding according to the number of children each Migrant Education regional program recruits during the year.

Oregon’s Migrant Education Service Center (OMESC) provides training and technical assistance for the recruiters in Oregon. It also creates and distributes materials and forms, and makes rulings on eligibility in specific cases when necessary.
