Mission Statement

The mission of the Binational Migrant Education Program is to facilitate sustained educational services, conduct effective activities that promote academic success, and advocate for students whose parents travel between the US and Mexico in pursuit of temporary or seasonal work in agriculture and fishing.

About the Binational Program

The Binational Migrant Education Program is an international program that exists between the US and Mexico to help provide direct services to migrant students who travel between the two countries. The program began in 1976 through the efforts of educators in both the United States and Mexico forming links between the two countries. These pioneering efforts led to the formation of the Binational Migrant Education Program. Some key activities of the Binational Migrant Education Program are:

Professional Development for educators to expand their professional knowledge and understanding of the binational migrant child

Collaboration to strengthen partnerships among federal, state, and local agencies in Mexico and the US to build and expand programs for the binational migrant child

Materials and Program Development to improve teaching and student learning and the achievement of high standards

Planning, Evaluation, and Dissemination of information to guide and inform educators, parents, and decision makers about initiatives to support the binational migrant child.

Key Components of the Binational Program

  • BINATIONAL TEACHER EXCHANGE PROGRAM This initiative supports teachers who spend time learning and sharing their expertise about the cultural, educational, and social experiences of the binational migrant student. Exchange teachers use proven instructional methodologies, meet with migrant parents, and assist in planning cultural programs.
  • FREE TEXTBOOK DISTRIBUTION PROGRAM Through an agreement with Mexico, texts are distributed to migrant education programs in the US to supplement the curricula used for the education of monolingual Spanish-speaking students and help promote literacy development in Spanish.
  • BINATIONAL TRANSFER DOCUMENT An outgrowth of Mexico's National Education System, the Transfer Document contains academic and health information on binational migrant students. It also is used as a binational report card with educational enrollment information that allows migrant students from Mexico to enter their local public school after the starting date.

  • ADULT LITERACY PROGRAMS Recognizing the importance of adult literacy of parents in the learning and achievement of their children, the Instituto Nacional de Educación para Adultos (INEA), an adult literacy program from Mexico, is offered to US service providers.
