As of August 28, 2008 it is now a federal requirement that each state Migrant Education Program (SEA) implements a Quality Control process to comply with federal regulation CFR 200.81

The Oregon Department of Education has contracted with the OMESC to carry out the required for federal compliance and quality control. 

Some components of this process include an examination of each Certificates of Eligibility (COE) to verify that the written documentation is sufficient and that, based on the recorded data, the child is eligible for MEP services.

On an annual basis, validate current-year child eligibility determinations through the re-interview of a randomly selected sample of children previously identified as migratory.

Training to ensure that recruiters and all other staff involved in determining eligibility know the requirements for accurately determining child eligibility under the Oregon MEP.
