Portable Assisted Study Sequence (PASS) Program

The Portable Assisted Study Sequence (PASS) Program (www.semy.org) is a nationally recognized program offering a viable means for migrant students to earn, complete and make up high school credits. The PASS Program is designed to prevent the migrant high school student from dropping out of school due to being credit deficient.

Each PASS course consists of 5 units per course with unit tests. The semi-independent learning packets are similar to correspondence courses. This program is supplemental to the basic program in each high school. It is not in competition with the regular school program.

The PASS Program is not designed to meet the needs of all high school migrant students. The PASS Curriculum is a viable alternative for those who need to make up credits and are able to read at 7th grade level or higher. For the non English or limited English speaking students, there are few courses available in Spanish.

National History

California originated the program in the early 1970’s and has continued to be the leader in its use and course development. Presently there are over 20 states using PASS courses. In 1987, the Washington State PASS Program was named as an “outstanding Chapter I Program” by the United States Department of Education.

In 1989, the Interstate PASS Program decided to recognize outstanding PASS students from every participating state at the National Migrant Conference by presenting a booklet with success stories of PASS students. This booklet continues to be presented annually at the National Migrant Conference.

Oregon History

In December of 1984, the Woodburn School District Board of Directors approved the use of the PASS Courses for credit make-up for Woodburn migrant students. The following year at the November 18, 1985 Regular School Board Meeting, the board authorized Woodburn High School to become the credit granting agency for the Oregon PASS Program.

The Oregon PASS Program was modeled after the Washington State Program and received technical assistance from the Washington PASS Program during the earlier years and continues to work closely with them.
