Special Programs Regional Early Intervention (EI) and Early Childhood Special Edcuation (ECSE) Who is Eligible? To qualify for services, a child must have a developmental delay or sensory impairment that meets the state eligibility guidelines related to speech and language, motor, socialization, behavior, learning, vision and/or hearing and reside in Marion, Polk, or Yamhill Counties. How are Children Served? The Early Intervention (EI) and Early Childhood Special Education (ECSE) programs provide family-focused, home-based, or toddler group services for children who are birth to three years of age, and individual, small group, or preschool based services for children who are three to five years of age. Parents are considered valuable members of the team process, and active participation and communication with parents is encouraged. If a child is determined eligible to receive services, an Individual Family Service Plan (IFSP) is developed by the family and the education team. This plan is based on the child's individual strengths, needs, and goals. Services are designed to support learning and development, and include the parents as important partners in the education process.
