Records Transfer Systems

Migrant Student Information eXchange (MSIX)

MSIX is the national migrant system that links participating States’ migrant systems i.e., Oregon Migrant Student Information System (OMSIS), to facilitate the national exchange of educational and health records for migratory children.  Oregon and forty-six other states transmits the required minimum data elements (MDEs) nightly to help expedite school enrollments, grades and course placement, and credit accrual for migratory students.

Interested users should contact their local Title IC Coordinator, if they wish to access MSIX.  Users must complete and return the MSIX User Application form to the OMESC for processing.

Oregon Migrant Student Information System (OMSIS)

The Oregon Migrant Student Information System is a web-based student information system located at the Oregon Department of Education (ODE). OMSIS is operated and managed from the OMESC's offices at Willamette ESD.  OMSIS serves and facilitates the requirements set forth by the Every Student Succeed Act (ESSA), Section 1308 (b) for national data exchange.
