Benefit Package Summaries
WESD offers a generous employee benefits package that includes medical, dental, vision, and voluntary life and disability coverage for employees working 20 hours per week or more. Listed below are the benefits available to employees and their families based on job type.
Administrative/Non-Represented/Confidential
Health Insurance
- Includes Medical, dental and vision insurance
- MODA, Kaiser Permanente, VSP Vision & Willamette Dental Plans
- Monthly premium deducted pre-tax
- WESD contributes up to $2,101.55 per month (includes insurance pool)
- Health Savings Accounts (HSA) eligible medical plan will receive the difference between the total cost of the selected insurance selected coverage and the insurance cap amount as a monthly employer contribution to their HSA.
- Flexible Spending Accounts (medical, day-care expenses)
Health Insurance Opt-Out
- Effective October 1, 2027, all employees who opt out will receive the $1,000 benefit in an HRA VEBA benefit.
Optional Life Insurance, AD&D, Short and Long Term Disability
- The Standard Insurance Company
- A $50,000 life insurance plan will be included at no cost for each employee
TSA
- Effective July 1, 2027, employees will receive a monthly contribution to an agency approved, employee selected tax- sheltered annuity:
- Ranges 1 through 8 will receive a monthly contribution of $100
- Ranges 9 and above will receive a monthly contribution of $150
Tuition, Professional Development & Memberships:
- Each administrator, Confidential or Non-Represented employee will be eligible for up to the cost of 12 credit hours at W.O.U. annually for the costs of tuition, professional development and memberships in professional organizations related to their employment at Willamette ESD.
Retirement
- PERS - Public Employee Retirement System (www.pers.state.or.us)
- WESD pays the 6% employee contribution on behalf of each employee
Paid Time Off
- 26 days per year
Sick Leave
- 12 days per year
- Sick Leave Bank
- Employees may donate one day of sick leave to become a member of the Sick Leave Bank.
- Members may draw up to 25 days of sick leave if catastrophic illness or injury leaves the employee without paid leave time to cover their absence from work.
Classified

- WESD contributes up to $1,535 per month (2025-2026) / $1,560 per month (2026-2027)
- Insurance Pool for dependent coverage (varies annually)
- Health Savings Accounts for high deductible plans. $500 incentive deposit (1 time) & 50% of gap between premium and WESD contribution.
- Flexible Spending Accounts – medical, day-care expenses
Health Insurance Opt-Out
- Eligible staff may elect to opt-out of health insurance benefits and receive a $500 per month payment in lieu of a health insurance package.
Tuition & Professional Development:
- Each Classified employee may request up to $1,000 annually for the costs of tuition and/or professional development related to their employment at Willamette ESD.

- A $10,000 life insurance plan will be included at no cost for each Classified employee should sufficient resources be available in the Insurance Pool to pay for the premiums.

- Up to the cost of 3 credit hours at W.O.U. per year for professional development for licensed staff. If there are unexpended or uncommitted dollars in the fund at the end of the fiscal year, employees may receive additional tuition reimbursement.

- Includes workshops, conferences, and mentorship programs
